a logical conclusion

The success of our own Circles of Support and Accountability lies, it seems, in greater supervision of offenders after their release from jail. Now there is some evidence from the US that this may indeed be the case.
Studies in California and Minnesota have shown drops in the re-offending rates of sex offenders. Has harsher sentencing had a deterrent effect? That speculation has been largely refuted, so researchers and offender management personnel have been left with the conclusion that better supervision after release – increasingly happening in more states – is the likely cause of improving statistics.
